Regulation 44 Visits by an Independent Person

This contract is for Regulation 44 Visits by an Independent Person.

The Children's Homes Regulations 2015 (Regulation 44) require all providers of Children's Residential Homes, to secure monthly visits (as a minimum) by an Independent Person to undertake a rigorous and impartial assessment of the home's arrangements for safeguarding and promoting the welfare of the children in the home's care.

There are currently 10 children's homes that are maintained by Durham County Council that require monthly Regulation 44 Visits by an Independent Person.

Durham are scheduled to develop up to a further 3 children's homes in the initial contract period and an additional 4 over the course of the contract and it is anticipated that the contract will be subject to variation as each of the homes are developed and registered with Ofsted to ensure that each of the new homes meet the Regulation 44 requirements.

The number of homes may increase / decrease over the life of the contract and the successful organisation requires flexibility to this contract to accommodate this.

In addition, there is the potential that the contract will be varied to cover the regulation 44 requirements of the Durham County Council Secure Children's Home.

The expected start date for the proposed contract is 1st September 2021.

The expected end date for the proposed contract is 31st August 2022.

The proposed contract is to be let with an option to extend for a further 3 periods of 12 months from the actual end date subject to funding and approval.
