The question this study needs to answer is “What is the economic impact to the UK through the loss, howsoever caused, of GNSS, for up to 5 days”. The study should also attempt to quantify the economic benefit that GNSS technology and services bring to the UK, and the impact of public funding in this area.

The scope of study is limited to addressing GNSS, its economic benefits and cost to the economy (government and private sector) as a result of its loss. Alternate forms of providing Position Navigation and Timing (PNT), including terrestrial systems or alternate sensor systems should9 be identified in the context of their ability to mitigate the impacts identified, perhaps in the form of recommendations. Costs identified with these mitigation strategies should also be identified.
