Birmingham City Council requires a supplier for the provision of technical support services to deliver a revision to the Birmingham City Council’s Air Quality Action Plan.

This contract will commence once the successful candidate is appointed and will run to completion of the required services. It is expected that the new Air Quality Action Plan be in place within 12 months from commencement.

The successful appointee will be required to project manage the introduction of a revised Air Quality Action Plan (AQAP) from reviewing the existing AQAP through to delivering a completed document which the Authority can then implement via internal processes. This process will include:

  • Engaging with the Sponsor Steering Group (SSG) to identify key requirements for the project, including refining an action plan / roadmap for delivery to incorporate the following points
  • A review of the existing AQAP
  • Arranging stakeholder discussions with key Council Officers, incorporating Environmental Health, Transportation, Planning, Procurement, Public Health, etc., to identify documents / strategies / proposals for actions to take forward in the revised AQAP
  • Review of relevant strategies / documents, incorporating the Birmingham Development Plan, Birmingham Connected, Birmingham Blueprint, various LETCP publications, etc., to identify key concepts / projects to reformat into actions within the revised AQAP
  • Ensuring alignment with the Clean Air Zone programme and associated work streams e.g. AQ modelling, Economic, Health and Equality assessments.
  • Suggest any other concepts / projects that they feel should be considered by the SSG as possible actions within the revised AQAP
  • Produce an action list for consideration by the SSG, the actions to be underpinned by the SMART concept, and to include a means for measuring progress / delivery of the actions
  • Produce a draft AQAP for review by the SSG
  • Produce a final draft AQAP for consultation
  • Under guidance from the SSG, undertake consultation on the final draft
  • Collect and analyse the consultation responses and incorporate them into a report for use by the SSG along with any suggested revisions to the final draft AQAP
  • Produce a finalised AQAP
