NHS Newham Clinical Commissioning Group on behalf of seven CCGs (City and Hackney CCG, Newham CCG, Waltham Forest CCG, Barking & Dagenham CCG, Havering CCG, Redbridge CCG and Tower Hamlets CCG) is seeking to commission an organisation that will deliver an Early Emotional Support Service as part of the Child Sexual Abuse (CSA) Hub. The Service will be delivered and based in North East London and managed locally.

The Service is designed to offer early emotional support to children, young people and their families being seen for a CSA paediatric assessment in the London Boroughs of Barking & Dagenham, City and Hackney, Havering, Newham, Redbridge, Tower Hamlets and Waltham Forest. The Paediatricians providing CSA paediatric assessments in these boroughs will work with the early emotional support practitioners, providing a holistic health review focused on the needs of the child/young person and their family.

The service will provide 6-8 sessions of support including trauma-informed early help, advocacy and case management, and symptom management, with safe and appropriate onward referral when necessary. The support will be provided to the child/young person and/or their safe parent/carer, dependent as most appropriate, led by and tailored to the child/young person. There will be no mental health threshold for access to the service. Where more appropriate, the Service will signpost to specialist services for immediate or later support, and/or make an urgent referral to CAMHS for specialist longer term therapy with crisis management.

The Early Emotional Support Service will commence at the initial CSA paediatric appointment with the paediatrician and emotional support practitioner both present whenever possible. Follow on sessions will be provided in a suitable setting within North East London, ideally close to the child's home, such as children's centres, health clinics, schools, local public spaces, or within the provider's premises.

The estimated annual contract value is £100,000. Total estimated for three years is £300,000. It is anticipated that the new service will commence on 1 April 2019.

Additional information: The successful provider is expected to commence mobilisation of the project in January 2019, with the actual project delivery commencing on 01 April 2019.
