Portsmouth City Council is inviting tenders from suitably qualified and experienced security companies to undertake the provision of security services. This tender is for the full requirement of manual security guarding throughout the Portsmouth City Council premises, sites and events.

The tender opportunity has been split into four Lots and suppliers may bid for one or more of the Lots.

Lot 1- Council Premises Security
Lot 2 - Events
Lot 3 - Traffic Management
Lot 4 - Security at Portsmouth International Port (no expressions of interest are sought at this time)

The framework agreement will also be available for members of the Portsmouth Regional Procurement Partnership (PRPP) plus East Hampshire District Council (EHDC) to let call off contracts from where appropriate.

The estimated value of the contract is £1.46 million per annum, including the Authority's requirements as set out below and taking into account any potential spend by the other members of the PRPP and EHDC.

Portsmouth City Council currently spends an estimated at £235k per annum on Lot 1, £35k on Lot 2, £35k on Lot 3 and £850k on Lot 4 for security services.

Lot 1 - Due to the logistics of managing this service, the Authority intends to award this Lot to one single provider.

Lots 2 and 3 - Due to resources required for different size and type of events, the Authority is anticipating awarding these Lots to up to three providers.

Lot 4 - Portsmouth International Port has a current contract in place for their security until 31/10/2016 with extension options for a further two years. The current contract was jointly tendered with MMD Shipping Services. Prior to completion of the contract the Authority may wish to issue a tender via this framework for a replacement contract. If the decision is made to seek tenders via this route the framework will be reopened and expressions of interest requested. This Lot will be awarded to a single provider.

Admittance onto the framework shall not be a guarantee of any award of contract for services, nor future ordering of any volume or value of services. Once admitted to the Framework suppliers will either be selected via mini-competition or via direct call off. The Authority also reserves the right to award a term contract to a single supplier as a partner contractor.

The initial Framework period will be for a term of four years. The single supplier call off contract for Lot 1 will be established concurrently for an initial period of two years with the possibility of extending the term by a further two years in increments to be agreed to a maximum total term of four years, subject to the agreement and performance of both parties.

The Authority is targeting to have awarded the contract by 28th March 2016 with a subsequent commencement date of 1st April 2016.
