Arrest training is mandatory for all Criminal Investigators and operational Immigration Compliance Engagement (ICE) staff in Immigration Enforcement and forms one of the initial stages of the Professionalising Investigations Programme (PIP).

In order for Immigration Enforcement to deliver the arrest training, 3 Personal Safety Trainers (PST) will be required per scheduled course. Although IE has the capacity to make this number of PST trainers available on an ad hoc basis, this is not sustainable and would place operational staff resources under inordinate strain.

Immigration Enforcement therefore require the procurement of at least one external Arrest Trainer for each planned Arrest Course as well as some ad hoc work over the duration of the two year contract. This will diminish the burden on Immigration Enforcement and allow development of new Immigration Enforcement PST trainers (by way of skills transfer) whilst continuously quality assuring the arrest training itself.

The external assistance is required to be available until November 2018 at the end of which IE will be in a position, having reinforced its PST training skills, to deliver arrest training autonomously.

Once you have registered on the e-Sourcing Suite, you will need to express your interest by emailing ExpressionOfInterest@Crowncommercial.gov.uk The dead line for expressing an interest in the Request in this event is 11:00 Thursday 20th October 2016.

Your email must clearly state:

  • name/reference of this procurement
  • the name of the registered supplier; and
  • the name and contact details

Crown Commercial Service will then process your registration and assign your organisation to the opportunity. The registered user will receive a notification email to alert them once this has been done.

It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond. Crown Commercial Service is not able to offer any extensions to the advertised procurement timetable.
