Reporting to the SRO (Retail Market Opening), this person will be required to support the delivery of the Ofwat programme agenda for the opening of the retail market in April 2017. They will need to work closely with colleagues dealing with the delivery work streams in the Retail Market Opening programme team and across the organisation, and with external delivery partners.
The key responsibilities are to:
| • | Chair the programme management group for the RMO programme (PMG), and incorporate the output from the Communications group where appropriate. |
| o | Attend Open Water's Retail Market Opening Management Group (RMOMG), and Workplan Review Group (WRG). |
| o | Work with and, where appropriate, manage the internal teams involved in the project to ensure a successful outcome (notably the legal and communications teams). |
| • | Work with and, where appropriate, manage the external teams involved in the project to ensure a successful outcome (notably Defra and MOSL). |
| • | Manage and direct the programme manager. |
| • | Manage the programme scope and plan, track and control budget, milestones, risks, issues and benefits plan. |
| • | Manage links and interdependencies with other Ofwat programmes, in particular with the casework and finance and governance programmes and the new Market Outcomes and Enforcement programme which will be responsible for fulfilling Ofwat's enduring market functions. |
| • | Manage links and interdependencies with other delivery organisations (Defra, MOSL). |
| • | Advise the SRO of any deviations from the project plan that may exceed tolerance. |
| • | Provide papers for Open Water's Programme Management Group (PMG) and Retail Market Opening Management Group (RMOMG) and for Ofwat's RMO Programme Board and Ofwat Board as required. |
| • | Organise and manage Board workshops as required. |
| • | Build and maintain effective working relationships with key stakeholders including Welsh Government. |
| • | Contribute to the efforts raising awareness of the market to customers by helping to deliver the communications strategy and taking on external engagements where necessary. |
