IELTS is the International English Language Testing System. It is the world's most popular English language Test for higher education and global migration, with over 3.5 million IELTS Tests taken in the last years. The British Council offers IELTS Tests throughout the world. IELTS for UKVI is approved Secure English language tests (SELT) by the UK Home Office for visa applications to the UK.

The British Council contracts independent, qualified third-party suppliers to conduct annual Mystery Shopping Events at all IELTS SELT Test Points, measuring quality and compliance of the service against UKVI requirements and gathering specific information about the services.

The Mystery Shopping programme is currently split into two geographical categories or lots i.e.

Lot 1) United Kingdom (UK) IELTS SELT locations, and

lot 2) Rest of the World (ROW) IELTS SELT locations.

A list of locations for the respective lots are provided via links in the RFP. The lists are subject to regular review and updates.

Suppliers are invited to submit a separate proposal for either one or both lots. The supplier(s) must have the ability and resources to effectively deliver the programme in either one or both lots as per agreed target and reporting timeline.

The supplier must recruit, select, train and performance monitor Mystery Shoppers to conduct the shopping exercise. The supplier is responsible for logistics and coordination of the programme as per agreed targets.
