Technical Adviser Services for the Rail Franchising Programme - Intercity West Coast Franchise Competition for the DfT

The Department for Transport’s Rail Franchising Directorate is responsible for the design and procurement of new and replacement rail franchise services on the national rail network for which it is the franchising authority.

This specification defines the requirements for specialist technical advisers to provide advice the authority in respect of the next tranche of rail franchises to be let. The overall aim of the contract is to provide advice to the Authority to enable the delivery of an effective, value for money Franchising Programme in an efficient and robust manner, working in close collaboration with incumbent Train Operating Companies (TOCs), and suppliers.

The Technical Adviser role is of strategic importance to the Department for its franchising programme. The adviser appointed will be integral to the successful delivery of this assignment.

The Department seeks to secure a technical team to provide operational, financial and economic advice to support specification development, procurement activity and expertise in the preparation of high quality business case documentation. The Department will have a financial adviser in place as primary financial lead.
