description
Ofwat has a temporary opportunity for a Contractor on sub-lot 3A of the Pan-Regulators' Framework for Economic, Financial & Related Consultancy Services to provide three interim policy support roles for the PR19 programme, as a packaged offer (i.e. bidding for all three roles as part of one packaged bid.)
Key responsibility and outputs
The initial assessment of plans (IAP) starts when companies submit their business plans on 3 September 2018. We will publish the results of our IAP on 31 January 2019. During the IAP Ofwat will assess the quality, ambition and innovation of these plans across 9 test areas and based on this assessment, will categorise plans into one of four categories: exceptional; fast track; slow track; and significant scrutiny. The 9 test areas we will assess are:
| 1. | Engaging customers: |
| 2. | Addressing affordability and vulnerability; |
| 3. | Delivering outcomes for customers; |
| 4. | Securing long term resilience; |
| 5. | Targeted controls, markets and innovation; |
| 6. | Securing cost efficiency; |
| 7. | Aligning risk and return; |
| 8. | Accounting for past delivery; and |
| 9. | Securing confidence and assurance. |
You will be part of the team responsible for testing the quality, ambition and innovation of company business plans in test areas 1, 2 and 3 from the list above. More information on what we will be assessing in these test areas can be found in Appendix to chapter 14 of our final PR19 methodology.
