NHS England South (South West) is seeking a suitably qualified service provider (per geographical lot) for the provision of primary medical services, in a secure location, to patients placed on the Violent Patient Scheme Directed Enhanced Service.

Excluded from this procurement is the provision of the Violent Patient Scheme on the Isles of Scilly where they have their own arrangements for VPS.

The area covered is broken into the three geographical lots below and potential bidders can opt to bid for one or more lots:

-Lot 1 - Devon and Cornwall,
-Lot 2 - Somerset,
-Lot 3 - Bristol, North Somerset and South Gloucestershire

The contract will commence on 4th July 2016 and has a total annual value of £275,000. Lot 1 has a value of £125,000 with Lots 2 and 3 having a value of £75,000 each.

The contract (via the standard APMS Contract) will be for a duration of 5 years with the possibility of a 2 year extension option subject to review.

As well as routine GP appointments the service will also provide a call handling service and security escort provision for VPS patients.

Service provision must be comprehensive and high quality primary medical services within reasonable distance to the patient’s home. This includes specifically active management of long term and chronic conditions: patient referral, engagement and liaison with supplementary services where available routinely within the area, including specialist mental health services, drug and alcohol services and those available through secondary services.

As it is likely that some of the patients on the VPS will have or have had a history of substance misuse, provider experience in this is essential, as well as having good working relationships with local specialist teams for onward referral and support to patients for rehabilitation.
