Salix Finance Limited had a requirement for a Delivery Partner to support the delivery of the Social Housing Decarbonisation Fund (SHDF) and Home Upgrade Grant (HUG) 2) funded projects.

SHDF is a Scheme under Section 98 of the Natural Environment and Rural Communities Act which seeks to upgrade the energy efficiency of Social Homes in England, rated Energy Performance Certificate (EPC) Band D and below.

HUG 2 is a Scheme under Section 31 of the Local Government Act which seeks to provide energy efficiency upgrades and low carbon heating to low-income households (<£31k per annum) living off the gas grid in England. The worst performing off gas grid homes, ranging from Energy Performance Certificate Bands D-G, will be eligible to receive upgrades via the Scheme.

The desired outcomes under this contract are:

  • A single point of access for Grant Recipients
  • Effective management of applications for Grants
  • Effective portfolio, risk and fraud management
  • Effective data and performance management
  • Effective project assurance and support
  • Clear communication and engagement
  • Collaboration with the Technical Assistance Facility and evaluation providers

The contract comprises of a 9 month pilot, and two optional extension periods (9 + 27 + 12 months), for absolute clarity this award notice covers the initial 9 month pilot.
