On 2 September 2020 DFID and the FCO merged, creating the Foreign, Commonwealth and Development Office (FCDO). Previously, the Prime Minister, in his letter of 20 February 2020, had set out his ambition to integrate HM Government's international operations. One element of this specifically covered the intention that 'all staff in country, whether posted or locally-engaged, should be on the same terms and conditions and treated equally'. FCDO has established the International Alignment Project (Terms and Conditions) to deliver on this ambition.

Our task therefore is to produce new terms and condition for staff in FCDO, including civil servants deployed in the UK and overseas, and those we employ locally across the world. This will also inform the approach we take to all of the Departments who also deploy staff across the world.
