Ofgem's requirements for consultancy to be provided for the development of specific guidance to help set expectations on the level of detail on IT investments included in the Electricity System Operator's (ESO) second business plan. This guidance will help Ofgem best assess whether the costs of these IT investments are efficient. This guidance should inform the ESO as to the types of evidence and level of detail that should be included in the second Business Plan for IT investments, relating to the needs case and cost information. Ofgem is also seeking guidance on ways to stress test the costs provided by the ESO. These outcomes need to be delivered such that the cost assessment process is as straightforward as possible.
This support will enable Ofgem's ESO Regulation team to carry out its core regulatory function of regulating the ESO to protect the interests of consumers.
