Warwick District Council is looking to determine market interest in the supply of specialist sports turf and fine turf management, with a minimum of 5 years' experience for the upgrade of 4 bowling greens at Victoria Park, Leamington Spa.
We are looking to establish which suppliers would be interested in upgrading the bowling green's to enable them to meet the international specification required for the 2022 Commonwealth games. The requirements include:
- Spraying and removal of top 40-50mm of the profile of each green
| • | Cultivation of rootzone |
| • | replace grass banking with artificial turf |
| • | Repair/adjust concrete ditches |
| • | Grading to World Bowls levels tolerances |
| • | Seedbed preparation and sowing |
| • | Supply and installation of base course, firmed and levelled |
The contract will be for a period of 2 years phased with a break clause subject to satisfactory results of year 1.
The prior information notice will also act as the selection stage for this restricted process. All suppliers interested in tendering for this opportunity, must express their interest in this opportunity in order to be invited to tender. To express an interest please visit and register at http://csw-jets.co.uk, by Monday 8th July 2019, 12 noon.
This Prior Information Notice will be advertised for 25 days, following which all suppliers who have expressed an interest will be contacted to reaffirm their interest in bidding for the contract. A tender will be issued immediately following the closure of the notice. The tender will be issued for 14 days for completion and return.
We intend to invite a minimum of 5 suppliers through to tender. However, if the number of expressions of interest is less than 5, Warwick District Council reserves the right to invite all suppliers that express interest and meet the minimum requirements advertised.

Description of Procurement:
Warwick District Council are using a restricted procedure for works below OJEU.
Selection requires that all mandatory and discretionary requirements of the Public Contract Regulations 2015 are met as well as all the following mandatory requirements:
| • | Specialist Sports turf contractor with a specialism in fine turf (natural and artificial). |
| • | Minimum of five years' relevant experience. |
| • | Suppliers must not have had any contract prematurely terminated/ not renewed due to poor performance or faced financial penalties or claims for damages under any public sector contract within the last 3 years. |
| • | All work carried out under this agreement shall be in accordance with all applicable laws (including Health and Safety legislation), regulations and relevant codes of practice. Member of professional sports turf association preferred. |
