'The Service Provider will support people to overcome alcohol/drug dependency, achieve improved outcomes, reduce risk-taking behaviour and offending, improve health and social functioning and achieve personal potential. The Service Provider will deliver a range of locality-based, specialist services for young people and adults who have, or are at risk of developing, problems relating to drugs and alcohol, including over the counter and prescription drugs.'
