Queenborough and Rushenden is a major development site within the HCA’s Economic Assets Programme and a key component of the Kent and Medway Stewardship Plan. The HCA have also acquired the Klondyke site, and together with the Twyfords site represents a total of 20 hectares to be brought forward for mixed-use regeneration. In conjunction with the Caradon site to the south, these sites will provide 2,000 new homes and circa 180,000m2 of employment space on the Isle of Sheppey in North Kent.

Tenders are being sought from specialist Contractors to undertake the following works on the Twyford site:

Core Works

Site set up and welfare facilities.
Demolition of The Gateway building and adjacent building down to ground slab and removal / disposal of all asbestos, including approximately 200m3 of asbestos contaminated soils to the rear of The Gateway.
Disconnection / termination of private utilities to site boundary.
Ecological supervision to monitor for nesting birds in buildings to be demolished.
Facilitate and maintain access for material haulage to Invicta Merchant Bar site.

Additional Works

Remediation of remaining hotspot of contamination on ‘SLR2’ in accordance with the agreed Hydrock Remediation Strategy and CampbellReith Remediation Specification.
Ground slab removal, crushing and ground obstruction removal of ‘UKPN HV cable corridor’ (cable already diverted) and ‘SLR2’ area.
Reuse of site-won concrete to form a drainage blanket and piling mat.

All discussions, meetings and communications will be conducted in English.

The contract will be subject to English law. Tenders and all supporting documents must be priced in GBP and all payments under the contract will be made in GBP.

Contractors must be licensed by the HSE and also be members of the Asbestos Removal Contractors Association (ARCA). In addition to ARCA we also recognise ACAD (Asbestos Control & Abatement Division).

This procurement and award is subject to the transparency arrangements being adopted by the UK Government. These arrangements include the publication of tender documentation issued by the HCA and the contract between the HCA and supplier. Bidders should highlight any areas they consider commercially sensitive in order for the HCA to be able to honour our transparency obligations without undermining the bidders commercial interests.
