Sandwell Metropolitan Borough Council (SMBC) is seeking tenders from qualified specialists to undertake detailed surveys of approximately 54 high rise dwelling blocks.
Sandwell MBC is located within the West Midlands Conurbation. This tender is being sought by Urban Design and Building Services based at Sandwell Council House, Oldbury.
Urban Design and Building Services (UDBS) operates as a large multi-disciplinary practice dealing with all aspects of Urban Design and Property Maintenance for all Council owned buildings and some external clients within and outside of the borough. UDBS are responsible for the design and maintenance related services to over 300 major sites comprising Schools, Public Libraries, Sports Facilities, Community Centres, Day Centres, Youth Centres, Office Accommodation, Low and High Rise Residential Properties and Public Open Spaces. These sites in many instances contain a number of discrete buildings.
UDBS provides the lead role in all aspects of the commissioning and coordination of construction related design and maintenance services for the Council and are regarded as a valuable resource for building design and maintenance related services.
The Council requires a qualified specialist to undertake detailed external surveys of approximately
- 54high rise dwelling blocks, over a FOUR year period from April 2019 to March 2023, all as detailed in the attached documents and summaries below:
- a.The external inspection of high rise blocks of flats from abseil points or externally accessed, to determine the structural integrity of the blocks and to provide a detailed written report, providing recommended solutions, specifically the condition of the following major elements:
Masonry - concrete & brickwork
Windows/Doors/Curtain Walls/Rendered panels & coatings
Balconies - asphalt/drainage/balustrades
Roofs & Lift housings - water-tightness & drainage defects
Metal corrosion
Other minor areas - as identified in individual block specifications
- b.The written reports contained on a Compact Disc are to include the following elements - Refer also to Appendix 5, Schedule of Works File attached to the tender document:
A detailed report, including recommendations and written in plain English.
A schedule of defective elements, cross-referenced to the report
A photographic record of the defective elements
Laboratory testing & chemical analysis
The provision of drawings in AutoCAD format
Method statements
- c.The removal & making good of any loose external elements posing risk to public, as emergency repairs

In order to match the Council's repairs and improvements programme, the Survey Works will be phased over a FOUR year period. The services provided in each phase will take place in the period of October to January, for a maximum period of 16 weeks in each case. Contractors are invited to programme the works at their discretion, but within the period stated.
Tender selection will be based on a Price assessment only to determine the most economically advantageous tenders.
Historically the volume of works delivered through previous schemes, are typically valued at between £ 30,000 to £ 40,000 per annum.
The Council accepts no liability in respect of any financial or contractual consequences (including but not limited to loss of profit) incurred by the Contractor as a result of the amount of work ordered or not ordered to be undertaken under the contract.
