Portsmouth City Council is inviting expressions of interest from suitably qualified and experienced car parking contractors for the management of the multi storey car park at Portsmouth International Port.

The successful operator will provide day to day management of the Port's multi storey car park and disabled car parking spaces to include pre-booking facilities, collection of income, day to day upkeep of the site, provision of a shuttle service between the car park and the terminal building for infirm passengers, valet parking and the security of the site.

The arrangement will be let on the basis of a service concession contract with an attached operating lease agreement. The operator will be required to deliver the service on an open book basis paying the Council a set rental value and, dependent upon the tender offer, a further uplift linked to turnover.

The Council will provide an inventory of equipment to the successful operator. The operator may need to replace equipment over the course of the agreement with ownership passing to the Council at expiry of the agreement. Costs associated with equipment and other capital items together with replacement, will be required as part of the tender submission.

The contract and lease will commence on 1st November 2018 and will run for an initial period of 5 years with an option to extend to a maximum total of 10 years at the option of the Council and in increments to be agreed. Tenderers will have the ability to submit variant bids which include for significant additional services and / or based upon a longer base term where significant investment in equipment can be demonstrated.

Turnover generated via the service has equated to the following over the last 5 years:

2012 / 2013 ?306,200 2013 / 2014 ?275,300 2014 / 2015 ?258,500 2015 / 2016 ?251,300 2016 / 2017 ?208,700

Whilst turnover has dropped it is envisaged that turnover will begin to increase again through the securing of further business from cruise lines. Tendering operators are requested to build their contract financial models on the basis of a ?215,000 average turnover figure. Whilst financial return to the Council is accounted for with the tender evaluation model no set minimum rental value will apply. Tendering operators are able to set a rental level with review trigger points at their option to deliver performance of the service on a financially sustainable basis.
