The Joint Core Strategy Submission Document November 2014 (the JCS) details the requirement to plan for approximately 30,500 new homes across the proposed JCS area over the plan period to 2031. This plan includes provision to meet the otherwise unmet housing needs of Cheltenham and Gloucester.
Specifically, the plan includes a number of Strategic Allocations (as detailed in Part 3 of the JCS and at Appendix 1 of this brief) which will contribute towards meeting the housing needs of the urban Councils. These sites will deliver up to 12,000 dwellings over the plan period, of which up to 40% will be affordable housing. The delivery, allocation and future management of affordable housing on these Strategic Allocations will be the focus of the Affordable Housing Partnership.
The role of the consultant will be to chair, coordinate and set the agendas for the Partnership and to provide leadership for ensuring that key outcomes and priorities of the Partnership are supported, as detailed in the attached Terms of Reference, including developing an action plan that will enable the Partnership progress towards meeting its desired outcomes.
It is expected that work will be undertaken outside of the Partnership meetings to prepare relevant agenda items and to engage with the Councils and Preferred Registered Providers and any other key stakeholders, e.g. the business community or LEP on matters pertinent to delivering the outcomes and priorities.
