The purpose of the HRA is to ascertain whether the proposals and policies within the Local Plan would be likely to result in significant effects on the qualifying features of European Sites of nature conservation importance within and adjacent to the District, and where such effects are predicted, whether they would result in adverse effects on site integrity following mitigation.

The requirement to undertake HRA of development plans was confirmed by the amendments to the Habitats Regulations published for England and Wales in July 2007 and updated in 2010 and again in 2012 and 2017 . Therefore, when preparing the Local Plan, Bradford Council is required by law to carry out a Habitats Regulations Assessment.
