The UK will provide up to £20 million to transform the economic opportunities for women and girls in Nepal.

DFID wishes to seek the services of a supplier to implement a multi-pronged, flexible and adaptive programme to identify, test and deliver solutions to the structural barriers that exclude women and girls from genuine economic empowerment, with a focus on growth sectors such as reconstruction, agriculture and forestry, energy, and tourism.

It will include activities to strengthen the evidence-base on women’s economic empowerment in Nepal, deliver market systems solutions to address specific barriers to women’s economic empowerment, support the Government of Nepal’s Women’s Development programme to maximise its impact and outreach, and support a more enabling environment for women and girls by addressing social norms and supporting policy reform.

The programme will respond to the diversity of economic and social conditions in Nepal, developing interventions targeted to address the needs of rural and urban women across a range of geographic areas. DFID expects the supplier to be in place by the 24th April 2017 at the latest and the contract will last until August 2022, with a 6 month inception phase.

There will be two break points in the programme, one after the inception phase and one at the point of the second annual review (expected May 2018). At these break points, DFID reserves the right to stop, scale up or re-contract the requirement. After evaluation of the submitted pre-qualification questionnaire, a minimum of 5 and maximum of 8 suppliers will then be invited to tender.
