Introduction The Authority are seeking to procure a software application / service to support the delivery of learning to theemployees of the Authority, partner organisations and external parties. This requirement shall be henceforwardreferred to as the Learning Management system (LMS). The purpose of this document is to detail the Authority'sbusiness and technical requirements of the LMS and is intended to be used to assess the suitability of tenderresponses to meet those requirements. Background The Authority's current Learning Management System is used to manage the scheduled booking andattendance of facilitated training and delivery of e-learning. The service Provider provides the Authority with anexternally hosted LMS, which includes an e-learning authoring tool available to the whole organisation and arepository of e-learning materials developed in partnership with other Local Authorities that can be accessedvia the LMS service with source files available enabling each customer to bespoke a pre-canned course to theirown organisation. The current contract for the LMS service is coming to an end and the Authority would like to procure areplacement application / service that will replace the current provision and introduce new functionalityconsidered essential to improve the delivery of Learning. The estimated go live date for the system to be fullyimplemented is 1st July 2016. The Authority currently use Oracle e-Business suite (EBS) for: General Ledger, Procurement, Accounts Payable, Human Resources, Payroll and Employee Self Service. Included in the current Oracle licence holding are 3,000 EBS Learning Management Trainee perpetual licences,which are currently not used. Any options that add to this will also be considered.

Completed Tenders are to be returned by the deadline of before 12:00 on 25 January 2016 via theelectronic tendering system on the aforementioned portal. Unregistered suppliers will be directed to a SupplierRegistration form to be completed. Tenders will be evaluated based on the price & quality criteria as detailedin the tender documents which equates to a combined score of 90%. The top 5 ranked bidders, together withany other bidder whose presentation score could fundamentally effect the outcome of the procurement (ie thosewithin 10% of the fifth ranked bidder) will be invited to provide details of a test site or existing customer site toallow the Authority to undertake user testing which will account for a further 10% of the final score. Details of theuser testing scenaris to be evaluated are detailed within the tender documents.
