Administration of the LA Flex service for the Energy Company Obligation (ECO) 4 Scheme and the Great British Insulation Scheme (GBIS) - AWARD

Portsmouth City Council ('the council') is inviting all suppliers on the Domestic Energy Efficiency Delivery Partner Framework (DEEDP Framework) to provide a bid to offer the service of managing the LA Flex scheme for the Energy Company Obligation (ECO) 4 scheme and the Great British Insulation Scheme (GBIS) on behalf of Portsmouth City Council, Gosport Borough Council and Havant Borough Council.

The initial contract term will be to last until 31/3/2026, with possibility of extending the term by up to a further 1 year in increments to be agreed, subject to the agreement and performance of both parties.

This procurement timetable is below. While the council does not intend to depart from it, it reserves the right to do so at any time. Should this be needed, all tenderers will be informed of this change via In tend.
