The scope of the evaluation encompasses the HPF 1 and 2 (2012 - 2018), and the intended results (outcomes and outputs) as set out in the two logical frameworks for HPF 1 and HPF 2. The scope includes the (intended and unintended) beneficiaries, the MoH and local authorities, all implementing partners and all contributing donors.

The specific objectives of this evaluation are to:

Assess the relevance, effectiveness, efficiency (including value for money) and sustainability of the HPF, and how gender equality considerations were integrated;

Identify areas of best practice in programme design and delivery and develop recommendations for the delivery of a future / successor programme
