In order to make informed decisions listed under the purpose section, the formative evaluation has three objectives:

To assess if DFID's support to anti-corruption programming in Jamaica, in particular the multi-pronged approach, has been effective in making progress against stated objectives at outcome level, and broader Development Assistance Committee (DAC) criteria, particularly relevance and sustainability.

To improve understanding around which elements of UK support have worked/are working well and why. To understand which elements of the intervention are failing to fully deliver and why.

To improve understanding around the external context in which programme delivery is successful. To understand the external context in which the programme fails to fully deliver (in order to transfer learning to other contexts).
