The purpose of this Prior Information Notice is to alert interested parties to a requirement to provide a Medical Care and Coordination Service for up to seven hundred and fifty (750) MoD personnel deploying to a variety of world-wide locations. Small teams of personnel may deploy at short (less than two days) notice including to areas that may be considered non-permissive and where the local healthcare standard is assessed as being generally below western standards. Moreover, these teams may deploy for varying durations with limited or no organic medical capability to locations that may be significant distances from major population centres in countries with poor transport infrastructure. The teams may be required to be involved in high risk activities where the risk of injury or illness is significant.
Care provided by the Contractor, through 3rd party providers if necessary, will, wherever realistically feasible, be equivalent to NHS standard and must be provided without any requirement for a registration process in order to preserve MoD Operational Security. When coordinating care for those deployed overseas, the Contractor will be expected to be able to assess the level of response required, arrange for appropriate ‘cashless’ treatment, either overseas or in the UK, using a robust knowledge of locally available services. Finally, the Contractor may also be required to fulfil requests for medical information and capability reports to inform MoD medical planning and demonstrate a willingness and proficiency in use of emerging technologies such as tele-medicine.
The estimated value for the provision of the above services is for the initial three year period, with the possibility of extending the contract period by a maximum of a further two years.
