The Isle of Wight Council invites quotes from suitably qualified providers for the provision of Designated Person services for Newport Harbour in accordance with the Port Marine Safety Code. The contract is to run from 1st April 2016 for a period of 3 years with the option to extend for a further period of up to 2 years at the sole discretion of the Council.

The Port Marine Safety Code requires that all UK harbour authorities, including Newport Harbour (a statutory harbour), appoint a Designated Person (or Persons). The Designated Person is required to provide independent assurance that the safety management system (SMS) is functioning correctly and to audit the harbour authority's compliance with the Code.

Duties will include:

Reviewing of all incidents and near misses that are reported to the authority and ensuring that any lessons learned are incorporated into the SMS.

Ensuring all risk assessments are up to date.

Monitoring the SMS to ensure that it meets the requirements of the Code and other relevant legislation.

Auditing and reporting.
