NHS England South (South West) wishes to identify provider(s) for GP Services in Plymouth. NHS England South (South West) is looking for applications from providers for the following lots.

Lot 1 Ernesettle Primary Care Centre, (Raw List 4317)

Lot 2 Mount Gould Primary Care Centre (Raw List 2411)

Lot 3 Trelawny Surgery (Raw List 2660)

Lot 4 Barne Barton Surgery (new service)

Bidders may bid for one or more lots

NHS England South (South West) proposes to use either the NHS General Medical Services (GMS), NHS Personal Medical Services (PMS) or NHS Alternative Providers of Medical Services (APMS) contract for these services, depending on the type of contract held by the successful bidder. This will be by way of variation of the existing contract for GMS/PMS

Lots 1, 2 and 3 are currently one practice with a list size of 9388 over 3 premises leased from landlords who have indicated that they would be available for future providers. This catchment area covers the whole of Plymouth

Lot 4 Barne Barton does not have premises. NHS England South (South West) wishes to commission a service to be delivered from a new purpose built primary care facility on Miers Close next to the Tamar View Community Centre.

The successful provider(s) will need to provide the full range of primary medical services from 1st April 2017 for Lots 1-3 and on opening of the new purpose built primary care facility for Lot 4

Services to be provided

NHS England is looking for an innovative and patient-centred model that is user friendly and culturally sensitive and encompasses national and local public health targets. The model will include provision of the following:

Essential Services
All Additional Services
Enhanced Services
Core opening hours and service delivery from 8am – 6.30pm Monday to Friday (except statutory bank and public holidays).

The full scope of the service can be seen in the service specification. It is essential that interested providers can demonstrate an ability to mobilise to service provision.

TUPE will apply to the contract. Details will be provided on request

In order to access the tender documentation providers will need to 'express an interest' and register on the system. Bidders are required to respond to Organisational & ITN (Stage 1) questions directly within In-Tend and attach any requested documents separately to the placeholders provided.

The Services are healthcare services within the meaning and scope of Annex XIV of Directive 2014/24/EU ("the Directive") and Schedule 3 to the Public Contract Regulations 2015 ("the Regulations"). The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.

Neither the inclusion of a bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
