As HS2 Ltd prepares to embark on the UK’s biggest infrastructure project in a generation, we require an independent expert to ensure our complaints handling process is of the highest possible standard. The Construction Commissioner will be responsible for fairly and impartially investigating all grievances relating to the construction phase of the project. He or she must demonstrate independence, accountability and impartiality.
The Commissioner will mediate in any unresolved disputes and will act as an arbitrator for the Small Claims Scheme, helping to resolve any complaints about damage or problems caused by construction. He or she will provide reassurance to individuals that HS2 Ltd will deal fairly and equitably with them.
The role of the Construction Commissioner is to:
| • | Lead on the independent investigations relating to construction and subsequent investigations with fairness and impartiality ; |
| • | Provide reassurance to the public that he/she is available to mediate in any disputes which have not been resolved through the normal corporate complaints process; |
| • | Monitor the Small Claims Scheme and help resolve complaints about damage; |
| • | Recommend improvements in HS2 Ltd’s process for dealing with grievances; |
| • | Act impartially and be independent of HS2 Ltd at all times; and |
| • | Develop an awareness of all those affected by construction works of how to make contact with the appropriate people in the event of any difficulties. |
| • | The post holder will be required to work an average of 2 days per week. |
To lead / support the search for suitable candidates for this high profile post HS2 require a specialist recruitment agency to conduct an extensive search of the market in order to attract the most suitably qualified candidates including passive candidates within a timescale of eight weeks commencing from the 9th December. Suppliers will need to pre-qualify and submit a detailed tender response by 12:00 Noon, on the 30th November 2015.
Suppliers are required to clearly explain how they have conducted similar searches across the UK and specifically for similar roles outside the rail and construction industry to source talent. This must be accompanied by case studies and evidence of previous experience highlighting how previous campaigns have been completed successfully delivering the clients brief.

Access to the ITT: a) Login to the HS2 eSourcing portal with your unique username and password. b) Click on the ‘ITTs open to all suppliers’ link. c) Click on the relevant titled ITT item. d) Click the ‘express interest’ button in the ‘actions’ box on the left hand side of the page (this will move the ITT pack into the applicants ‘my ITT’ box). This is a secure area for projects only. e) Click on the ITT code. The applicant can now access any attachments by clicking the ‘settings and buyer attachments’ in the actions box. f) Download the documents relating to the ITT. Click ‘attachments’ on the left hand side. The number in brackets refers to number of documents that need to be downloaded. Click on the bold and underlined filename.
