Portsmouth City Council (the Authority) is inviting tenders from suitably qualified and experienced Suppliers to deliver an Employee Assistance Programme (EAP) and an Occupational Health (OH) service to its staff.

Suppliers are invited to submit bids for each service as an individual Lot. Where Suppliers submit bids for both services, the Authority invites Suppliers to submit an optional 'combined bid', highlighting the financial and operational benefits of contracting with one Supplier for both services.

While the Authority is interested in appointing one Supplier to provide both services, the Authority is under no obligation to award on a combined basis and reserves the right to award a contract(s) to the most economically advantageous tender(s).

The scope of the services will comprise but may not be limited to the following:

EAP Service

  • oImmediate, confidential support and advice to be available 24 hours per day, 365 days per year via Freephone telephone number, website and any alternative methods including text or webchat.
  • oUnlimited access to support and advice for employees on a range of issues including debt management, careers guidance and mediation.
  • oSupport and advice for managers on management issues.
  • oProvision of counselling or other alternative therapies with appropriate referral processes
  • oTrauma and critical incident support

OH Service

  • oOH guidance for referrers around the possible need for referral
  • oAssessments of employees by relevant OH professionals
  • oAccess to mental health nurses and assessments
  • oProvision of case reports on each referral outlining the relevant recommendations for the employee and any relevant signposting
  • oEmployment health checks for employees under specified roles
  • oIll health retirement duties and advice
  • oDeferred pension advice

The Authority has a workforce of 6,733 employees who provide a wide range of services and are engaged in a diverse range of roles, including technical, professional, manual, craft, administrative and managerial occupations.

The value of the EAP contract is estimated to be approximately ?55,000 per year.

The value of the OH contract is estimated to be approximately ?65,000 per year.

The initial contract period will be for 3 years extendable in increments to be agreed to a maximum of 5 years, subject to performance and agreement of all parties.
