Call-off agreement under the terms & conditions of the HCA Multidisciplinary Panel (https://www.gov.uk/government/publications/hca-contracts-and-tenders).

The key deliverables for the Consultant will be to:

  • Review Employer's evidence base and planning policies and recommend a planning strategy for the three sites, for agreement by the Employer;
  • Produce a detailed implementation plan and programme from project inception to submitting planning applications and securing planning consent;
  • Review and report on the strategic case for redevelopment of the playing field land, recommending a strategic approach toward securing Sports England's approval;
  • Advise on the development of proposals for the playing field site and elsewhere, supporting the dialogue with Sports England.
  • Input to masterplanning
  • Advise on and participate in pre-planning application meetings with Employer's planners
  • Advise on and participate in consultation with statutory consultees;
  • Work with the Employer's Project Manager and Consultant Technical Team, attending Project Team meetings as required.
  • Review and advise on site surveys, technical reports and detailed designs in terms of planning issues;
  • Liaise with Employer's Planners, NCC and other statutory organisations over planning matters;
  • Prepare planning reports and material for the planning application, including input into the Design and Access Statement;
  • Prepare and pursue full planning applications for these sites, including Planning Statement and Statement of Community Involvement;
  • Respond to planning consultation feedback
  • Review the planning report and advise, attend Planning Committee;
  • Prepare advice on Sec 106 Agreements;
  • Pursue reserved matters applications - Yorke Drive Phase 1 only
