description
The Highways Agency became a Government owned company on the 1st April 2015. It is now called Highways England.
Part of this change required Highways England to become more efficient in how it operates the strategic road network. Highways England operates 10 Areas, 4 of these areas are operating in the asset-led delivery model, the remainders are operating under the asset support contract.
The clause 5.15 in the Highways England: Licence published by the Department of Transport (DfT) in April 2015, the Licence holder should, when exercising functions related to safety, have due regard to the need to protect and improve the safety of the network as a whole for all road users, including:
| 1. | Ensuring that protecting and improving safety is embedded into its business decision-making processes and is considered at all levels of operations; |
| 2. | Seeking to achieve the best possible safety outcomes across its activities, while working in the context of sustainable development and delivering value for money; and |
| 3. | Taking opportunities to engage with and support wider efforts to improve safety for road users. |
With the above in mind, the regional operation and maintenance teams bid to improve the safety of their road network by regularly reviewing and analysing the number of incidents occurred within their regions' road network. The aim of the exercise is to identify incident hotspots and possible interventions. These findings were then taken forward into developing a casualty reduction plan.
