The Westminster Way 2.0 Cultural Change Programme

Westminster City Council ("the Authority") is seeking to appoint a Strategic Partner to help us build upon the work we have already embarked upon in instilling the Westminster Way. We are open to ideas and seeking a Strategic Partner that will bring innovation, ambition and forward thinking approaches in helping us design and enable a long lasting cultural change programme.

The programme would be delivered in two phases - Phase 1 is the discovery phase consisting of Diagnostics, Analysis and Engagement and Phase 2 comprises of Design, Communication and Delivery of the programme following on from the insights from Phase 1 .

During Phase 2, the Strategic Partner would be required to collaborate with additional partner(s) to design and deliver any required interventions such as engagement activities, workshops and capability building sessions.

The Council would welcome consortia bids.

A Supplier briefing session will hold on 20th February 2020 at City Hall, 64 Victoria Street, SW1E 6QP where we will go through our Vision for the programme. Kindly register your interest to attend on capitalESourcing.

The 7 highest scoring Candidates meeting the minimum standard would be invited to submit an initial tender which will be evaluated in line with the evaluation criteria set out in the procurement documents. A further shortlist of tenderers may be invited to participate in negotiation.

The initial contract term will be 2 for years with the option to extend for periods up to a further 36 months. The contract is expected to commence in June 2020. The total contract value over the 5 year period is expected to range from £600,000 to £1,300,000.
