NHS North Durham, NHS Darlington & NHS Durham Dales, Easington & Sedgefield Clinical Commissioning Groups propose to commission an Urgent Care Transport and Discharge Vehicle Service. It is envisaged that the service will provide short notice transport for eligible patients who require an urgent and necessary clinical response, but do not require the services of an emergency ambulance and paramedic crew, to patients within County Durham and Darlington. The provider will accept transportation bookings, dispatch vehicles and provide transportation. Transportation will be from the patient’s usual place of residence, GP practice or urgent care centre to the clinically appropriate location of care/treatment as identified by NHS clinical health professionals, within the identified timescales ensuring patients are not late for their appointments. It is expected that the majority but not all patients will also require a return journey to their usual place of residence following treatment.

The contracting authority will develop the service model to incorporate the Public Services (Social Value) Act 2012, specifically:

How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area. (Area is the geographic area for which the procurement is taking place)

How, in conducting the process of procurement, it might act with a view to securing the improvement.

It is anticipated that a procurement process will commence mid-March 2016 and new services to be delivered from 01 October 2016.
