The objective of the private landlord incentive schemes (Bond Scheme and Private Sector Leasing management scheme) is to target early intervention resources to prevent homelessness for vulnerable / low income households, provide access into the private rented sector for non-statutory homeless people and those excluded from social housing, to increase the supply of move on accommodation from supported housing and hostels, to accommodate singles aged under 35 in shared accommodation, to bring empty properties back into use and to make better use of the private rented sector.
People who may benefit from this service may be homeless or at risk of homelessness, leaving hospital, living with mental-ill health, living with substance misuse issues; offenders who are at risk of causing the Borough harm (including offenders on release from prison at risk of homelessness); living in unsuitable accommodation.
Other aims include:
- Improve links with private landlords
- Issue bonds on smaller properties that are in short supply or for clients who have been excluded from social housing and are unable to afford deposits / rent in advance.
- Provide security to landlords against non-payment of rent and damage to properties.
- Improve property standards as the Council will only lease properties and bonds will only be offered on properties that are maintained to a decent standard.

The deadline of Friday 29th January 2016 at 13:00 represents the deadline for the submission of final tender applications.
