BACKGROUND:
The main objectives of the Master Vendor procurement is to increase employment regulation compliance, simplify the process for engaging temporary staff and reduce overall costs through a process of delivering fee reductions and tangible cashable savings.
To this effect, UCL is launching an alternative model for agency workers involving the establishment of a Master Vendor (MV) Framework Agreement with a single provider, with the potential for a Direct Engagement partner (DE) to be engaged in the future.
The Master Vendor supplier shall provide services whilst operating as:
| • | An Employment Business, sourcing and introducing Temporary Workers for hire on assignment to work for a specific period or |
| • | An Employment Agency, sourcing and introducing staff to UCL for fixed term or permanent engagements. |
UCL is looking for agencies with prior Master Vendor delivery experience in an organisation comparable to UCL in size and demand.

UCL reserves its rights in full to adapt or step outside the procedures in the procurement legislation as UCL considers necessary.
The route to market for this procurement is competitive with negotiation.
