The Council of the London Borough of Redbridge (“the Authority”) is seeking Expressions of Interest from suitably experienced and qualified organisations for appointment to the Framework Agreement for the Redbridge Housing Capital Works Programme 2017-21 in the London Borough of Redbridge (“the Framework”).
The Framework shall commence on 1st April 2017 and, subject to satisfactory performance, shall continue up to and including 31st March 2020 (“the Framework Period”). At the sole discretion of the Authority and subject to satisfactory performance, the Framework Period may be extended by up to one (1) year in such period or periods as the Authority deems appropriate, providing a possible total Framework Period until midnight on 31st March 2021.
The Framework is divided into three (3) Lots as follows:-

The Authority’s estimated expenditure per annum or period of contract required under each of the Lots is as follows:
Lot 1: Area Lot 1 – Redbridge West: £7,000,000; annum Lot 2: Area Lot 2 – Redbridge East: £5,000,000; annum
Organisations shall be aware that the above anticipated expenditure is provided for information and guidance purposes only and should not be considered as the actual expenditure that will apply during the Framework Period.
Suitably qualified and experienced organisations must apply for all lots but will only be appointed to one. The highest scoring tenderer will be appointed to Lot 1 the second highest ranked tenderer will be appointed to Lot 2 and the third highest ranked tenderer will be appointed to Lot 3 as the reserve Provider.
Organisations wishing to Express an Interest for appointment to any Lot of the Framework shall do so by submitting a Pre-Qualifying Questionnaire (“PQQ”). The PQQ contains grounds for mandatory and discretionary exclusion of the organisation from consideration for the Framework, together with information about their economic and financial standing, technical and professional ability, insurance and other specified policies. The Authority shall assess this PQQ in relation to each Lot in accordance with the requirements detailed at the beginning of the PQQ. Those organisations that satisfy the requirements of the PQQ as specified, including but not limited to passing the financial assessment, satisfying the mandatory and (as appropriate) discretionary grounds for exclusion and achieving a score of no less than fifty percent (50%) for each question in the technical and professional ability section will be invited to tender.
Additional information: Appointment to each Lot of the Framework shall be based on the most economically advantageous Tenders received from those organisations that are invited to tender. Such Tenders shall be evaluated in accordance with the following Evaluation Criteria:

Any organisation that considers it has the expertise to be appointed to any one or more of the Lots on the Framework can obtain the Contract Documents in accordance with the instructions below:-
- Register your organisation free of charge at www.londontenders.org;
- Await acceptance: you will receive an e-mail confirming your username and password for the London Tenders Portal;
- Use your username and password to log in to the London Tenders Portal and express your interest in the Framework;
- After you have expressed an interest you will receive an e-mail link to access the Contract Documents;
- Then follow the guidance contained in the Instructions for Submission of the Pre-Qualifying Questionnaire;
- All Pre- Qualifying Questionnaires must be submitted via the London Tenders Portal.
- Organisations shall be aware that whilst all of the Contract Documents are available at this time the organisation is required only to submit a Pre-Qualifying Questionnaire. Organisations should not submit a Tender for any Lot of the Framework until such time as they receive a specific invitation from the Authority to do so.
All Pre-Qualifying Questionnaires shall be submitted in accordance with the Instructions for the Submission of the Pre-Qualifying Questionnaire and must be submitted by no later than 17:00 Hours (05:00 pm) on Friday 14th October 2016.
Organisations are advised that whilst it is the intention of the Authority to utilise the Framework as the primary source of the work covered by each Lot, the Authority reserves the right to obtain work from alternative sources should this represent best value. Further, appointment of an organisation to any Lot on the Framework does not guarantee any minimum level of income for the organisation or that the organisation will be awarded any Call-Off Contract during the Framework Period. All Call-Off Contracts shall be awarded in accordance with the procedures detailed in the Tender Documents.
Organisations shall be aware that any Call-Off Contract awarded prior to the expiration of the Framework may continue beyond the expiration of the Framework Period. In such circumstances the organisation will be bound by the terms of the Framework and the Call-Off Contract, including but not limited to with regard to the price for the Call-Off Contract, until such time as the Call-Off Contract expires or is terminated by the Authority.
