The Department for International Trade (DIT) wishes to give prior notification of their intention to invite tenders for a UK-China Infrastructure Alliance Academy. UK Trade & Investment (UKTI) is now part of the Department for International Trade; the Department brings together UKTI with an expanded trade policy directorate and UK Export Finance (UKEF).
Invitation to Prior Information Notice Event
The Department for International Trade would like to invite interested potential providers to attend a Prior Information Event on Wednesday 17th August 2016 between 1100 and 1300 at:

Interested parties are requested to register for this event by 5:00 pm by Tuesday 16th August 2016, by emailing the UKSBS Professional Services team, on professionalservices@uksbs.co.uk. We ask that prospective suppliers limit attendance to two people from their respective organisation.
The Event will provide opportunities to:
- Understand DIT’s procurement intentions for the UK-China Infrastructure Alliance Academy;
- Hear from James Ballingall, Head of International for the Infrastructure and Projects Authority, about the UK-China Infrastructure Alliance;

Background to the UK-China Infrastructure Alliance
On 21 September 2015, Chinese Vice Premier Ma Kai and the UK's Chancellor of the Exchequer George Osborne concluded the meeting of the Seventh China-UK Economic and Financial Dialogue in Beijing.
Both sides agreed to develop an Infrastructure Alliance between the UK and China – to be formed of three programmes:
•
A UK-China Infrastructure Alliance Academy in the UK to facilitate the entry of Chinese firms wishing to invest or do business in UK infrastructure.
•
Provision of PPP training to Chinese officials in the sort of private finance techniques and PPP models which the UK has pioneered and has been using for the past 20 years.
•
A Business Alliancing Hub in Beijing, known as the UK-China Infrastructure Alliance Hub, to facilitate networking opportunities for UK and Chinese companies in developing mutually beneficial PPP/infrastructure opportunities, with a particular focus on third country opportunities (i.e. countries that are not the UK and China).

Additional information: The Government has set out the need for greater transparency across its operations to enable the public to hold public bodies and politicians to account. This includes commitments relating to public expenditure, intended to help achieve better value for money. As part of the transparency agenda, Government has made the following commitments with regard to procurement and contracting:
All new Central Government contracts over the value of 10 000 GBP to be published in full online from July 2010;
All new Central Government sourcing documents for contracts over 10 000 GBP to be published on a single website from September 2010, with this information to be made available to the public free of charge;
New items of Central Government spending over 25 000 GBP to be published online from November 2010;
All new Central Government contracts to be published in full from January 2011.
Suppliers and those organisations looking to bid for public sector contracts should be aware that if they are awarded a new Government contract, the resulting contract between the supplier and Government will be published. In some circumstances, limited reductions will be made to some contracts before they are published in order to comply with existing law and for the protection of national security.
Service providers must clearly demonstrate recent successful experience in similar projects and environments.
Potential suppliers will be excluded if 1 of the following applies:
- The supplier is in a state of bankruptcy, insolvency, compulsory winding up, administration, receivership, composition with creditors or any analogous state or subject to relevant proceedings;
- Has been convicted of a criminal offence related to the business of professional misconduct;
- Has committed an act of grave misconduct in the course of business;
- Has not fulfilled obligations relating to the payment of taxes,;
- Is guilty of serious misrepresentation in supplying information required by the authority;
- Is not in possession of a licence or not a member of the appropriate trade or other organisation where the law requires it.
