Birmingham Safeguarding Children Partnership (BSCP) replacing the Local Safeguarding Children Board was launched on the 1st April 2019 and is a statutory body which sits within the Birmingham Children's Trust (Trust). The Children and Social Work Act 2017 defines three 'Safeguarding Partners' to oversee and lead the arrangement to safeguarding and promote the welfare of children. In Birmingham, the Local Authority, Birmingham and Solihull Clinical Commissioning Group and West Midlands Police shares equal responsibility for developing and leading the new partnership arrangements.
Birmingham Children's Safeguarding Children Partnership requires a provider for the provision of the Evaluation of the Neglect Family Foundations project as detailed below under requirements / specifications.
The Provider is expected to evaluate the overall implementation of GCP2 across the two-Family Foundation areas. The evaluation will consider the impact of: -
- The use of the tool by practitioners - considering areas such as whether it is providing better quality and more consistent approach to the assessment of neglect both within and across agencies.
- The learning from the pilots and how we can apply this in multi-agency locality setting (considering any barriers, gaps in skills or knowledge and good practice).
- The impact of GCP2 training on practitioners' intervention with families at risk of neglect.
- The impact of the GCP2 training on practitioners' understanding, knowledge, skills, and confidence in responding to neglect.
- The use of GCP2 with families (including children), their views of the tool and how they have found the assessment process.
This contract will be for a period of up to 7 months commencing 1st March 2022 until 31st October 2022, (unless terminated under the terms and conditions of contract).
