The model proposed for urgent care centres and minor injury services, for the eastern locality has been developed through clinical and public consultation. Work has been undertaken within the parameters of the national Keogh Report on Urgent and Emergency Care, the CCG’s own community services redesign, knowledge of urgent care flows, and within the challenging financial landscape for health and social care.
The Eastern Locality of Devon has the challenge of a mixed rural and urban landscape and a key element of the out of hospital care urgent developments are the balance between meeting the aspirations of strategic urgent care policy with the population spread and transport links , which heavily influences how people choose to meet their personal urgent care needs.
In some locations there is insufficient activity to support a fully-fledged urgent care centre, but some minor injury services are necessary to prevent people having to travel excessively for urgent care or use options which are more costly and may not meet their needs.
Minor injury services will still need to be provided in certain locations to provide this local care as close to home as safely possible but at the same time, in order to warrant the skill mix of clinical staff and opening times there will need to be a creativity and the use of opportunities to optimise clinical skills and cost effectiveness. The CCG is therefore not dictating the model required and would be keen to see developments which may integrate primary care, elective care, community complex care or other options which would benefit the local community. The model of delivery is not prescribed although the needs for delivery are detailed in the two specifications.
There are two specifications provided, one based on the move towards the urgent care centre model but accepting the starting point is a current minor injury unit, and the second, based on the national enhanced service model for minor injury services for primary care.
The services are lotted in the following way:
Lot 1 - Exmouth – Minor Injury Unit but working towards an urgent care centre model.
Lot 2 - Honiton – Minor Injury Unit but working towards an urgent care centre model.
Lot 3 - Okehampton – minor injury services based on the primary care national enhanced services model.
Lot 4 - Sidmouth – minor injury services based on the primary care national enhanced services model.
Lot 5 - Axminster – minor injury services based on the primary care national enhanced services model.
