Norfolk County Council (the Council) wishes to procure a Framework of external training providers to deliver quality apprenticeships across a variety of occupational areas throughout Norfolk and adjoining Counties. Norfolk County Council is creating a Framework for its Apprenticeship Training. This Framework will give opportunities to Providers to bid for individual one-off contracts and for larger contracts with a longer commitment covered by the services indicated within this ITT.

References to "Framework Agreement" throughout this document means the light touch regime framework as outlined in this section.

The Light Touch Regime Framework is being let under Regulations 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime), under which the Council has flexibility as to the process or procedure to be used when purchasing certain services of which apprenticeship training is one. In this instance, the Council is establishing a framework agreement with multiple suppliers that will set out the terms and conditions for making specific purchases (call -offs). The framework agreement differs from those let under the non light touch regime in that the Council, exercising its flexibility, may periodically open the framework for new applicants.

Providers will be invited to enter into a further competition to provide apprenticeship training through this Framework. Reasonable timeframes for response will be given but where justified we will set a short time-frame for response to an invitation to tender and provide a reason for the short timeframe. Providers will not be obliged to respond to each requirement.
