The Supply of Coated Road Stone Materials

The Black Country Purchasing Consortium is a partnership in Procurement formed between the Borough Councils of Dudley, Sandwell, Walsall and the City Council of Wolverhampton. One of its primary objectives is to establish collaborative framework agreements for the supply of goods and services that are commonly purchased across all four Councils. It is for each authority to determine if they wish to participate / utilise individual framework agreements or contracts.

The Framework Agreement is primarily for use by the borough councils of Sandwell, Walsall, Dudley and the city councils of Wolverhampton and Coventry.

For the purpose of this tender exercise, at the time of advertisement Sandwell MBC and Dudley MBC have confirmed their intention to utilise this framework agreement. However, Walsall MBC, Wolverhampton City Council and Coventry City Council may wish to utilise it during the term of the framework agreement.

Tenders were invited for the supply of Coated Roadstone Materials for a three year period, with the option to extend for a further one year subject to satisfactory performance and agreement of prices/rates.

The purpose of this tender exercise was to identify suitable contractors of such materials / goods during the defined period of the framework agreement, at an agreed price and specification and to set out the terms and conditions by which any contracts construed under the framework agreement will be established and accepted.

Due to the nature of the materials / goods, the contractors under the framework agreement will be required to have a plant, which can offer the ability for delivery of the materials / goods to the Council's required destinations with identified notice periods and also for the Council to collect small quantities of the materials, directly from the plant, in its own vehicle's at short notice.
