Gather relevant Ofwat sources of data
This involves pulling together data and other sources of information from across Ofwat, including consideration of how best to include softer sources of information and intelligence.
Desk based research for any newly identified information sources
The key focus is on information that will help us to develop greater insights into the performance of the water companies and the main issues affecting the water sector, including social value and environmental challenges.
Structure information for reporting and develop appropriate presentation of information
Includes consideration of how best to future proof the matrix, so that additional information can be added over time. It must also take a holistic view across the companies/sector, and not be limited to the current Ofwat programme structures.
Develop draft matrix for review by Ofwat
The main focus here is on ease of use, so that the matrix is easily accessible and understood by a wide range of internal colleagues.
Complete matrix, refined to reflect feedback from Ofwat
We anticipate that this will be an iterative process over the period of the contract. The matrix must be able to be easily maintained and developed by Ofwat staff after the contract ends.
Recommend next steps and provide strategic guidance on further development of insights
To share learning from the process of creating the matrix, and to advise on how to further develop it to continue to develop greater insights into the water sector. This may include consideration of Ofwat's processes, ways of working and developing structures, as well as advising how the matrix can best be developed to complement the company thumbnails.
Communicate findings (paper/presentation to Senior Responsible Officer (SRO) and/or Programme Board as required).
