This Supported Living Project will involve the restricted (2 stage) procurement of an Approved Provider List (APL) for the provision of Care Quality Commission (CQC) Regulated and Non-CQC Regulated Adult Supported Living Placements for Luton residents who have an assessed mental health need. Eligible Adults will be those whose needs are assessed as best met through Supported Living and it will therefore be a requirement of the service specification that the Service Provider can deliver support to people with a wide range of presentations.

The aim of this project is to secure a robust list of providers; skilled to deliver high quality, personalised care and flexibility, supporting individuals to develop their social, emotional, communication and independent living skills. Provision must be delivered within the borough of Luton, in exceptional circumstances where the business need allows this area can be extended to within 12 miles of Luton Town Hall (LU1 2BQ).

The tender will be split into the below Lots:

1Lot 1 – Community Support
A few hours of support per week to develop/maintain independence.
Focused on connecting and enabling and most aspirational in terms of enablement.
Similar to homecare, delivered as an outreach model to help people live independently in their own homes. Providers encouraged to develop this service from existing hubs/schemes if appropriate; or as an extension of their homecare business.
2Standard Supported Living with variable day hours
Where background support is not required at all times; night support not usually required. Significant potential for support requirements to flex up and down; requires flexible shared hours that are not a barrier to people moving in.
Service users likely to require ongoing support but also needs to be a focus on connecting and enabling people to maximise independence.
3Standard Supported Living with variable day hours and night support
Where background support is required most of the time during the day and at night. Support requirements may reduce and some flexibility is required around shared hours but unlikely to change significantly for the majority of residents in this service.
Still enablement focused but support likely to be more consistent
4Enhanced/Intensive Supported Living with 24/7 support
For people who need complete support all the time to achieve outcomes. Support requirements unlikely to reduce significantly and more intensive, 1:1 support required with most aspects of daily living.
Focused on supporting in a way that minimises increases in need and enables people wherever possible.
5Specialist/Intensive Supported Living
For people with very complex care/support needs – e.g. ‘Transforming Care’, where support is likely to be 2:1 or higher and a high degree of staff skill, training and management oversight are required to continue to meet outcomes and ensure placements remain stable. Call-offs likely to be for individuals.
