The primary purpose of this work is to continue the development of the rebuilt, simplified, financial model in a way that is compliant with the FAST modelling standard. We will publish versions of the financial model alongside our consultation on the draft PR19 methodology (July 2017) and the final methodology statement (December 2017.) Therefore, the work likely to arise under this call-off contract will be focused on making sure the financial model (and related models) reflects our latest policy decisions, and any consequential developments needed. Continuing to share drafts of the financial model, and consult alongside our methodology, will allow for Ofwat to respond to stakeholder feedback, and is key to maintaining the transparency and credibility of our modelling approach for PR19.
This contract will also ensure that Ofwat is provided with the appropriate level of documentation and knowledge transfer to support use of the updated financial model and related models by both current and future staff.
Scope of Call Off Services
We are looking for a Contractor to work partnership with our internal modelling staff to development the financial model and other related models which will be used in Price Review 2019. As part of the requirement the Contractor will be required to support the knowledge transfer to internal staff of the development and industry best practice in this area.
We anticipate that the Contract will start in May 2017 and will continue to support the development of the financial model up until 31 March 2018. We currently estimate that we may require up to 150 days of external support.
