The Council is seeking to identify and appoint a suitable contractor for the Collection and Treatment of the Waste Gypsum-Based Material.

The Council has 14 RHWS in Leicestershire: 13 are operated by Leicestershire County Council and 1 is operated by a private contractor.

The Council is seeking to appoint a single contractor to:

1.provide and site Containers for the Collection of the Waste Gypsum-Based Material at the RHWS. The Specification for Containers is detailed in the draft contract attached as Schedule 2;
2.exchange full Containers for empty Containers at the RHWSs within twenty-four hours of being notified by the Authority that a replacement Container is required, i.e. before they become full. The Council or the RHWS contractor will notify the Contractor when Containers need emptying;
3.haul the Waste Gypsum-Based Material collected in the Containers to one or more Treatment sites to be provided by the Contractor;
4.treat/recycle/dispose of the Waste Gypsum-Based Material.

For the avoidance of doubt the Authority is not seeking to purchase the Containers supplied. The Contractor shall provide Containers for siting on the RHWS on 1st March 2019. However there needs to be consistency of service so there may be some cross over from the incumbent contractor to the new contractor.

The Contractor shall manage plasterboard with consideration to DEFRA Plasterboard Sustainability Partnership guidance https://www.plasterboardpartnership.org/pages/recycling.htm Full details of the Council's requirements can be found in the attached documentation available to download from www.eastmidstenders.org Due to the nature of the service, the Council is unable to guarantee the amount of Service payment during the Contract term.

The Council proposes to enter into one Contract for a maximum initial period of 3 years with the option to extend by a period or periods totalling up to a further 24 months with the successful Tenderer (Supplier).
