The primary aims of this requirement are to support the Warm Homes Plan (WHP) through:
- The appointment of a service provider to deliver professional services that will assist in the design, planning, and implementation of an operating model for a future delivery mechanism for the WHP
- The provision of services to support the development and implementation of effective consumer protection frameworks and reform of relevant standards, which are central to the WHP.
