description

Existing assets in the North West have been impacted by recent flooding events and assets have been identified as requiring reconditioning works to maintain the effectiveness of the asset.

A list of assets has been identified which now requires detailed design and construction.

The scope documents will be produced by an outline designer (using a Consultant under another Framework) and handed to the Detailed Design and Build Contractors on a rolling basis, in the region of approximately seven per month, per region (across the 3 packages).

The intended commencement of scope production and outline design, by the Consultant, is May 2021 with all documents completed by 31st December 2021. There is potential for further works to be added to the packages from September 2021 to last until April 2022, once budget allocations are known at this time.

Six packages of Detailed Design and Build schemes have been collated based on geographical locations (3 in Cumbria and Lancashire and 3 in GMMC).The 3 CLA packages consists of approximately 50 sites in total across Packages 1 South Lancashire, Package 2 North Lancashire, Package 3 North Lancashire & Cumbria.

There will be one combined ITT / Invitation to Tender for the 3 packages. At the ITT stage, Suppliers will be asked to rank each of the 3 packages in order of preference. The tender evaluation will be based on a 60:40 Cost / Quality scoring. The Cost / Commercial evaluation will be based on a number of example projects. Depending on where the Suppliers are ranked in the evaluation will determine which package they are offered
