In the Autumn of 2015 the West Yorkshire Urgent and Emergency Care (WYUEC) Vanguard embarked on an ambitious programme of change to take a system approach to the delivery of Urgent and Emergency care services with the primary focus of the change in care being to ensure that patients are seen by the right person at the right time, in the right place, first time, every time.

The Urgent and Emergency Care vanguards aim to catalyse the widespread adoption of new models of care that improve the health and wellbeing of patients, the quality of care that patients receive, and the efficiency of the overall system. Evaluation of the vanguards is an essential component of achieving these goals and is a core part of the approach that has been developed by the central evaluation team at NHS England.

These evaluations will produce findings likely to be of relevance locally, as well as evidence that, taken together with the findings from other vanguards’ local evaluations can answer major national questions, of interest to the central evaluation team, as to the future of these care models.

The overall aim of this study is to undertake a detailed process and impact evaluation of the WYUEC Vanguard. The study should be both formative and summative in its design. As such, it should be used to shape the delivery of the programme as it is delivered, as well as provide summative findings on the impact that the programme is having.
